I thought the y coordinate was 2 higher than the layer you're standing on?
It might be in the Xbox 360 Edition, but I remember seeing someone say that it's a bug.

Also, the bedrock layer in the 360 edition is only 2 blocks thick, you can confirm this if you find a hole to the void in your map. That may also be a bug, but maybe it was intended that way.
When I dig all the way down to bedrock, and I stand on the bottom most part of it my Y coordinate says 3.
Is that mean that it is layer 3? I thought it would be 0.
