Any hostile mob can spawn in the dark.
Although what I'm thinking is that the spawn ratio was changed so that creepers spawn more.
i haven't noticed any difference. my grinder drops twice as many bones, arrows and feathers than it does gunpowder as it always has, since the beginning.
