When enchanting comes out, there is a helmet enchant that lets you stay underwater for longer. That would be the closest thing to scuba gear, though it is easy enough to place torches or ladders underwater for momentary pockets of air.

You have to be careful about "momentary pockets of air" In my experience with underwater building sometimes if you don't stay in an air pocket long enough it'll show your air meter refill, but you'll start to take drown damage anyways until you hit another air pocket.

Yes then there could be underwater caves to explore if there arent already...
Parachutes would be nice, they would have saved me from falling to my death. Gliding over land in minecraft would be pretty cool.

I am assuming they mean( I haven't tried this myself) that if you use a bucket underwater, you can scoop the water where you are at, and this will create a temporary air pocket before the water fills up the empty space.

If you point the bucket at a block at head hight underwater and "fill" the bucket a small pocket of air will form there. Sometimes long enough to refill your breath.

Anyway, yes i would love some sort of scuba gear.
