Rep points. I am assuming it has to do with people repping your posts. Like when you look at my post, you should see a green arrow in the bottom right corner, with a number next to it(usually 0). You also see the number on your own post, but no arrow, as you can't rep yourself. If people think you made a good post(or any reason really), they can click the arrow and rep up your post.
Now I understand, and have used the rep point system. I figured it was related but if I could restate the question:
Is the number directly proportional to the number of "+1"s from all accumlated posts i.e. 20 would equal 20 total points? And are words like "excellent" just assigned to certain values just like the post counts?

That is correct.
0-9 = Neutral
10-19 = Good
20+ = Excellent
