(They are however adding this very option into the PCs 1.3 update where a server can force a texture pack on anyone who joins. Thankfully, all of the servers I play on don't like it and won't be doing it.)
No, in 1.3 it doesn't force the player to use a texture pack, there is just an option on the pause menu to use the reccomended texture pack that the admin has chose.
I believe the solution is server texture packs. Server owner buys the textures for the server. When loading the world the owner could click "force texture". The default texture will automatically be the texture the owner used without the other players needing to buy them. If this is not clicked then the texture can be changed and will be the default. If you feel like you shouldnt be forced to use a texture then leave that world and go to one that won't force you or ask the host to turn that off.
Many games force you to download stuff that you can't use then have dlc to unlock them. This is done in racing games for cars and fighting games for characters. This is done so you can view the character/car, but you aren't getting them for free because "you" cannot use them. Now if the texture pack is the host texture pack don't you feel that he/she should be able to show it to other players just like you would show off your character or car that you bought?

A Website you can Link your Xbox Live Gamertag with a Account for the Website and you can Upload Texture Pack and for FREE
If you select a Texture Pack, the Game Download this. I mean this is the best alternative and why? you don't violate any of Microsoft's policy (XBOX file modding or what ever)
Or alternative, XBOX supports USB Sticks and HDD Drive then the XBOX support's FAT32 but i dont know the Game can support FAT32 and you create a folder but without ZIP file and put the Image files into the folder.
I would assume they would classify texture packs as modding, as you are technically modifying the files. They won't allow this as it would be a violation of their TOS, unless 4J does it themselves. They also wouldn't allow this because it gets them no money.
Free texture packs would not be a bad thing for 4j. There are plenty of people who quit playing minecraft because of the default textures. Giving free textures would get those players back in. Some textures for free and others for pay would probably be the best solution. Free textures would get the old players back and paid textures would make them the money. I would probably go with hd textures for paid although that would require a change in the game code.(such as hd patch for the pc)
Now I believe a texture should be able to be shared by the host of the server, and sometimes forced. The problems people bring up with this are:
1. lack of freedom
2. 4j won't make money
As for the "lack of freedom", you choose what server you go to, if the host of your server doesn't let you choose your textures then you don't have to play on that server.
And for the "4j won't make money", I believe more people would buy the packs knowing that they can be shared and with sharing possible the texture packs would be worth more and might be able to be priced for more.
I understand the freedom concerns but don't know why we care if 4j makes more money (sorry if that sounds mean)

I think you should be able to use any texture you want. It does not take much to talk to the rest of the people on the server, or even put a sign at the spawn point saying "Use this texture pack for best map quality". If you guys think it should be dictated that would be, like McAngus said.. forcing us to use something we might not want to use. Not to mention the downsides for 4J and the lack of money they'll get if they just wanted to play on their friends server 24/7, and he has a texture pack. If I pay for a texture pack I should be able to use which one I want. If the town looks sucky with mine, then oh well. It is personal preference and freedom, and thats what minecraft is about.
I dont think you should be able to force something to a player, Ive seen srervers that recommend a texture pack, but none that force one.

I suppose we gotta talk about something though, no mater how much speculation is involved..... By the time we get them, something better will be out for everyone to talk about.... Maybe a "Best Of" or pack will be introduced...

Like the SOPA bill, I think its best to talk about it now, so we don't get something we don't want. If we dont like it, we lose out as gamers and 4j loses out on possible profits.

I want texture packs that would be something Id pay for surely. As far as forcing someone into it um I disagree noone can tell me to pay for something I don't want or need to resume my game play. Maybe, hopefully 4j will do the same like skins sell some give some as an option I'm really looking forward to new textures.

Looking at mods, if implemented they would either have to force all players on the server to buy the mod or make it temporary available to the players in the server. I would go with the temporary model and I believe texture packs should be the same. Yes a mod greatly changes the game and all players would need the mod for it to work. Why force all players to get that mod except for greed. Why would I get a mod when no one can enter my world? I feel texture packs could share the same qualities that a mod would, where the texture its chosen by the host and only paid for by the host. That's my view, you don't have to buy the skins for you to see the skins.

I'm against the idea of being forced to view a texture pack. I'm probably going to stick with the default textures because it looks nice to me, and if I buy a texture pack, it's because it was beauutiful enough to make me change my mind about staying with the default. And if I spend money on a texture pack, and then join a server only to find that I have to instead look at a texture pack I didn't choose (and maybe even don't like), I'm not going to be happy about it. Really, the best compromise seems to be an option to reccomend texture packs to users to view a world in, rather then focing it on people.

Those aren't the only two options. They could just release an update or seperate DLC that makes games compatible to those with DLC when they have none.
Same thing applies to games like Mortal Kombat. I can fight someone who has a DLC character while I myself have no DLC at all. It isn't temporarily made available to me and I don't have to buy it to fight him.
Now...I'd maybe understand if it was an adventure map, or a pvp map...but if it's just a regular world...no...

I would say...think of it like this...
On PC...Map Maker A (mmA) makes a Map that requires Player A (pA) to install a texture pack/mod to play.
Map Maker B (mmB) Makes a map that requires nothing extra to install to play.
9 times out of 10... Player A will play mmB's map because there is less for them to do on there end...
The last thing I'll add...if I was to be forced to play with a textured pack...I probably wouldn't be playing with you int he first place..

A couple dozen people's opinion stated here don't mean **** compared to the millions of users that 4J takes into account whenever they make any change to the program. Wether TP's are forced or not is up to 4J and how it works best in the program. (But you know they'll never have it where a player is forced to use a specific TP.)
Like skins, you know that TP's will have to be of 4J's own design, they will be DLC, and they will not be free. You also know that slight changes won't happen- it's not worth the effort, and we won't pay for it. Besides, if there's only a slight change, and it's that good, they'll just change the default TP. (Yes, they can do that).
A TP worth being a DLC would have to be something like a HD pack. Like skins, they may also have several TP's in one DLC. It's a safe bet that it won't be no measly 160 MSP(!), nor will you get 5 free ones!!!
When it comes to forcing people to use certain texture packs, you have to draw a line between PC and Xbox360. Even though I usually get miffed instantly the moment some server admin forces people to use such pointless stuff like texture packs, I'm at least willing to give it a try if it's free of charge. That works on the PC. On the Xbox, however, I have to pay for texture packs. And I definitely won't buy anything just because it's required to play by another player. And I say "player" because someone who hosts a game on the Xbox and calls himself server admin is obviously a little full of himself.

Since forcing textures clearly have no way of working the next question would be how to implement mods. Can't be the same as texture packs. For example if I had industrial craft and sum1 wanted in my world, wouldn't they need industrial craft to play in my world?
