Are you using component (red blue green) cables? If you have an HD signal going to your TV (720 or 1080) then you should get the scrolling UI. Playing in split screen or with an SD signal will result in the more simplified UI.
I used to wonder about the 2 views. But Ive grown to like the one that doesnt show the items above and below and I just scroll with the d-pad to the one I want.

Can you still select the items in the dropdown menu?

The one with no HDTV does not have that drop down box. I assume it looked bad on SD so they took it off.
