My God this topic has been brought up numerous times. Here is why it would be a bad idea/not happen:
- People would abuse it and make disgusting skins (nude, racist, etc) (also keep in mind this is rated E).
- Microsoft makes more money by selling DLC's with limited amount of skins rather then giving players the privilege to create their own (which is something the majority of the player base isn't mature enough to handle BTW).
Would it be nice? Somewhat yes. Will it happen? Probably not, but hey.

Online interactions aren't rated. It wouldn't be as bad anyway, since there aren't open servers. Makes it easy to kick those people. But I do agree, probably won't happen, even though I would like it do. And if it does, it won't be any time soon, as they are already planning at least 3 other skin packs. Of course another concern I am sure they have now, is if they release a skin editor, there is no point in buying the skin packs as you can just make whatever skin you want.
Nope. Not gonna happen. This game is rated E10+, not M. Every skin would have to be reviewed before approval. Over 3 million players... even if only 10% bought it, and only made 3 skins each (unlikely), that's a million skins to be reviewed visually by Microsoft staff, and they don't work for free.
Exactly how much are you willing to pay for it (since you're paying for the review staff, basically)? And how long would you be willing to wait for your skin(s) to be approved? A week? A month?
Everyone who makes the E rated argument isn't entirely correct as online interactions are NOT included by the ESRB. The real "problems" are elsewhere, and if Microsoft wants to be this way about it, so be it.
Religion, has actually convinced people, that there's an invisible man, living in the sky, who watches everything you do every minute of the day, and the invisible man has a special list. Of 10 things he doesn't want you to do. And if you do ANY of these ten things he has a special place, full of fire, and smoke, and burning, and torture, and will send you there to suffer and choke and scream for all of eternity... But he still loves you.
As said already, Online Interactions aren't rated. Also, the GAME is E rated. User created content cant be rated. And if someone creates a disgusting skin, the only people who will see it are them, people around them, and their friends. They arent going on a mass inviting spree to expose children to pixelated mature content. Kids shouldnt be playing with adults anyway when it comes to Xbox Live, it ends with tons of complaints from the Adults. As much as everybody wants a skin creator, the only reason it wont happen is Microsoft. They'll try to milk as much money as they can off Minecraft since its made so much for them anyway. Its not gonna happen. I still Vote Yes however.

As 4j said there's problems with that that makes lawyers excited!
If I were to have my skin editor and make, say, a God of War skin, then Playstation, or whoever, could sue the hell out of Microsoft and 4J because the skins would be hosted by Microsoft and/ or 4J
Also,
There is the whole E rating thing. And yea, online interactions arent rated by the ESRB but Microsoft sure as hell doesn't want innapropriate stuff on the game. Why do you think they censor signs if you try to write a curse word or something innapropriate...
Nope, I'm looking at things perfectly clear. It costs 4J tens of thousands of dollars to put out and update, be it a bug fix or actual content update. That money comes out of their pockets. Paid DLC is there way of making some of the money back.
I have no problem paying a whole life ruining $2 for some skins for 4J. Also, I'm pretty sure that without any paid DLC to make up the difference, we'd be paying for our updates. Everyone just needs to stop being spoiled, gimme, gimme, gimme people.
