Alright, after weeks of being reset as a new player after every server reboot, my friend suggested saving the game while in the Netherworld.

So we tried it, and when we came back we had all our stuff saved, so we then continued testing the bug fix, we left the netherworld, saved the game again, and did another server reboot.

Upon entering the game a 2nd time, we found that our items were saved yet again. I suggest everyone who has this bug try it, it's worth a shot.

We attempted this host went to nether saved restarted. And host has inventory all others are reset still.

Okay, so this worked for your host. That is great. Same thing happened to me.

But we could switch back and forth, either he would get saved, or I would be saved.

We can't get it to save both of us for some reason. I hope 4j reads this and moves on from here. It's obviously something to do with the nether.

Offtopic question, is it possible to have a netherworld map? Because while doing all this testing, we ended up with a netherworld map, but when we tried to make another netherworld map, it just stays blank.
