We wont know until the next update if the biomes on our current maps will change. It's best not to worry about it or you'll never build anything in minecraft.
I would recommend installing WorldEdit and copying the city as a .mce file. That way, if it does turn into a tiaga biome, you can find another desert and just plonk your city down there.

Hmm snow, glowstones under the layer that gets snow on might work. Snow clears 2-3 blocks of snow surrounded area from a torch on top, wonder if it works 2-3 layers above too.

Glowstone may not work but lava does. Place it 2 blocks under and cover it with dirt and it will keep snow melted in a radius around it.
i would actually like it if this happened. Right now there is no snow in my world and half desert, but it might look a bit strange seeing cacti popping out of snow everywhere.

It won't stop it from snowing, but it will stop snow from forming on the ground,. Torches, lava, glowstone, fire, etc, all light sources stop snow from forming on the ground. But, like said, it will continue to snow.
I dont want everything covered in snow, if i wanted a "white blanket" id just dup 40000000000000000 stacks of white wool and do it myself.
As for torches, that would work, but i dont want 2394827583247659846 torches scattered everywhere either, itd look ridiculous.
