All they would really have to do is release them labeled as DLCs. Kind of like the same thing they're doing with texture packs. For instance DEADRISING 2: OFF THE RECORD released a DLC labeled as "The gamebreaker". What it added was a list of modifications such as god mode, big head mode, infinite ammo, etc. If they can add that, why can't 4J release a DLC that adds "The Aether" or the mods that add more creatures?
Yes if we get any of the PC mods they will come as DLC and will cost M$ points.
However the stumbling block maybe licensing as PC mods are user generated 4J may need to pay licensing fee's or change the mods so they are slightly different from PC versions i'm not too sure how it works but they can't just port mods as DLC and make money off other peoples work....or can they

User generated anything on any game belongs to that game. Especially if it's a game you must buy.
Unless Mojang has specifically stated otherwise, that's how any company works it's goods. Otherwise you could make a sick Steve skin then sell it to another company. Not technically smart to do that.

They're still doing work. It;s not like they can just snab it and sell it. They still have to code it for the xbox (C++) and I do believe mods have to be written in Java just like the vanilla game (but hell I could be wrong.)

Well, I do believe it's all a pack of mods. I've watched Duncan's Tekkit play through and he talks about "Industrial Craft" "Forestry Craft." And all these other things. But it seems like it's all in one place and that'd be a good pack to start DLC mods with

These! Plus "Vertical Redstone", "Little Blocks", and that one where you can make a custom logic gate that only takes up one block. And, of course, insta-repeaters, so I can make my Xbox burst into flames.
4J has pretty much said that we aren't getting mods, we're getting add-on DLCs. They've also said they will not be taking mods from the PC and putting them onto the Xbox 360. They'll be making their own and they'll take some inspiration from popular PC mods.

I highly doubt they will be adding anything even remotely close to story line in Minecraft.
What they'll add is things to add to the game like new blocks, items, mobs, etc. That kind of stuff.
