Maybe be its me but honestly I dont see the point. Survival is running and playing the game. Creative is running and buildingj the game. You can already add mobs in creative mode why do you need the switch button to change from survival to creative.
Ps and really if it was desparately needed that badly why arent the pc people already asking for this to be a standard feature. I guess because no one wantsj/needs it.

I have refurbished the thread into something much greater. After seeing numerous other posts around the forums, I figured we should just go all out and try to see this through completely
Administrative commands are a necessity for multiplayer in Minecraft on the Xbox 360, and I believe that it would be very simple to implement. By adding a simple way to access a command console, there's no reason to believe that we cannot get the same control over our multiplayer servers that the PC has.
The following commands would be beneficial for us in many ways:
/gamemode [username] [0][1] - This command allows an administrator to switch a player between Survival [0] and Creative [1]. The feature would likely be used by admins attempting to maintain proper control of a Roleplay server, along with people who would enjoy building a quick "starting point" before beginning Survival. Whatever the reason may be, the option to do this is remarkably powerful and freeing.
/tp [player1] [player2] - This commands allows an admin to teleport Player 1 to Player 2. This can be used to catch griefers red handed or allow more laid back players to more easily access their friends' location.
/time [set|add] [number] - This command allows admins to change/set the time of day. Useful for those who wish to skip through the night if the situation is called for.
/op [player] - A very simple command that would make another player an admin for as long as the session lasts. It may not be possible to make the admin status stay through multiple sessions.
There may be a few others, but these are what I see as the most important. As known, these are vanilla Minecraft features, and more options are never a bad thing. My plan is to garner some traction here and tweet 4J about the features to ensure their inclusion. If you want administrating, creating and surviving to blend more seamlessly, there is no reason to ignore these staples of Minecraft administration.

What says something is the fact that your arguing with many people about this and I've read the comments on this thread. If you want a game with commands like these then go play multiplayer on the PC. In my opinion, commands like these sound unnecessary. If you want a RPG game, or a game that has these types of commands, then your looking at the PC version. Playing legitimately, in my opinion, is fun. but then again so is building massive castles and having wars. But you don't need those commands to do this, you just need patience.
This would definitely help a lot, especially the administrative controls. Though switching between the 2 is definitely useful for those who create survival games and other game type seeds.

Sorry for skipping through pages of talk. But since this is the current scheme of things I to input my input.
I like the idea, but it seems to be a right pain if one doesn't have a keyboard of some sort. So why not put it in the start menu?
Instead of manually typing in to switch between creative and survival put it in either:
Start -> Help & Options -> Settings -> Creative mode On/ Off
OR
Start -> And have Creative mode On/ Off be somewhere in the main screen
You could also include the difficulty slider here too
Teleporting to a player could be:
Back -> [Player Name] -> A Button (or RT or whatever other button isn't already used)
Same thing with giving a player Admin powers.

This is totally logical as well. Honestly, much more so than my idea. A menu for these commands would be excellent.
Or maybe you can press the Back button and see all the players and when you press A, you can have those options to that specific player. I don't know, just a suggestion.

What is needed is a list of players a host can choose from and ban or unban.
Banning someone just to have them come back a session or two later because there is no "perma ban list" is a real issue.
