Because the max height for a cactus to naturally grow is 3meters. So it will knock off 2 so the cactus can keep growing.

Actually, the real reason is that cactus cannot be next to another block. It can only be diagonal to another block. When the cactus grows 2 high, the game checks to see if the cactus block is next to another block. If that check comes back positive, the block is knocked off into the water.
Also for the OP - You want to make the blocks on top 2 high instead of one. That will prevent pieces of cactus from jumping up on top of said blocks.
What is the practicallity of having a cactus farm? Other than having tons of cactus green, or using them as item deleters… In other words, what could I use all the cacti for besides the uses I said?

It's not that you need all that green dye. It's the essence of Minecraft. It's that one guy built a house, and the next guy built a better one. It's that one guy said, "Look at how I can make this cactus farm" and he gets 2-3 cacti per minute just standing there, and the next guy builds one that gets 20-30 per minute. Then someone else comes along and says I can beat that and builds one that gets 200-300 per minute.
Also, once you can farm sheep and get unlimited wool, dye becomes a good thing to have.
What the guy above me said. Green dye can be very important to certain builders. I used somewhere around 10,000, probably more, blocks of green wool on my last major project alone. I obviously didn't shear that many sheep or use that much dye, but still.

Step 1
then on one of the 7 sides dig down one more.
Add a solid block one above the ground, like in the photo below. Then add sand on top
Add the cactus one top of the sand. Then on the top side of the cactus add a solid block like in the photo below.
Add one bucket of water to the side that is one lower in the hole. It should look like the photo below.
Add 7 buckets of water to the other side of the hole. it should look like the photo below.
Dig to place were the water flows so you can collect all the cactus from the farm.
Add walls and a roof to the farm(This can be done with any solid block) and you should be DONE!
It should start spitting out cacti when you are done. Hope you like it!
