You can't do half slabs like that, unortunately. Tried it on an upside-down house. If you try to place a slab on the underside of a block it will place the bottom half first. if you place on slab on another and then try too break the bottom one, both will break.

Upside down stairs and slabs were both added in official release 1.2. That means we'll have them when we get 1.2.3. When that is, nobody knows.
