I have been thinking and came up with something. If they get permission from people that made certain mods they could use the mod but make it DLC, that way it is not really a mod and does not break microsofts rules.

From what they've said, they will not be copy pasting mods on as DLC but instead, taking inspiration from them to make their own DLC.
