Because, the worlds are a limited size. Seeds are the same as a PC seed with exception to the world size. So, loading up the same seed from a PC to the xbox only loads the world of the xbox's size. 4J was not gonna try and put every biome in one map.

Well for one, Tundra and Taiga biomes are a lot less common in Minecraft 1.6.6 and coupling that with the world size, it leads to worlds lacking things.
That is what happens when you play a game with randomly generated terrain. If you want a world with specific things, use a seed from now on.
speaking of not having stuff i noticed that in the tutorial world i cant find any sugarcane which is weird cause i mean the tut world has everything else.. hmmmm
