I thought this was a hardware issue, but it apparently is not so please listen while I try to explain the problem.
When playing a game under my profile (my XBL Gold account) I am able to play normally.
When I turn on my second controller and my daughter joins in on her account (NOT gold) the right stick does not work. She can move, but CANNOT look around in anyway shape or form.
I chalked this up to broken controller.
Then she went to play the game. Single player using MY controller (Known working) and again the joystick would not work......but this is now on my main controller that I was just using seconds earlier.
As far as I can tell when she is signed in to her profile the joystick doesn't work. I know this sounds weird and doesn't make a lot of sense but I've gone through all the options and I can't figure out why this joystick no longer works and wh it seems to only affect her account or something.
It happens in 2 player or single player and only seems to do it when it's her account.

was mind boggling for a while though and was only tied to a single account.
