So I recently upgraded my wheat farm so that it's harvested by water.
However, it's now only yielding enough seeds to replant HALF of the wheat, where it used to give me more than twice the amount needed to replant it all.
I've double-checked everything, and I'm 200% sure that I'm collecting everything that's being dropped. It's all going into a small collection pit, with absolutely no chance of items going anywhere else.
The last 5 or so times I've harvested the wheat, I've had to go get several stacks of seeds from my seeds chest, just to be able to replant it!
Are you sure that all of the wheat is fully matured before you send the water in? Even if the wheat is right before the stage of full maturity, it has a chance of giving off 0 seeds.

This happens to me as well. I made an exact copy of my wheat farm from PC the Xbox, and it just doesn't work. It must be bugged. I've made sure the water doesn't fall directly on top of the wheat so it doesn't get destroyed and everything. It's just another thing they need to look into fixing.

Yes, all of the wheat is tall and orange. I always wait until it's all mature before I harvest it.

This is exactly how it is on the PC version as well. This is because water can also destroy some crops as well as harvest them. My advice is to Manual harvest every other harvest.
Not a bug far as I know. Chances of seed increase with a hoe. Using water negates this.
Solution; seed hut. Make a room 6x6,3blocks high, grass floor, frame the outside door with one block, and place one torch inside. Want seeds? go inside, take the torch, and use bonemeal on the floor in the dark. When you have enough seeds, replace torch. (another great use for bone)
It's all a balancing act. Use water, less seeds, but less hoeing,no leader board stat(lol), and less time farming depending on how big you make it. IMO 4 fields of 6x7 seem good. Not a lot of time replanting, no re-hoeing soil (if you separate it from the passive mobs.
