It's known that redstone and repeaters can be stuck in the on position after a save and the reloading the map.Break either one, and replace and you generally good to go.
But I've noticed a few times now that torches that are made to blink can get stuck in the off position(powered by clock). Usually in an inverted set up.
Replacing them will initially get them turned on, but as soon as they get inverted briefly, they'll get stuck in the off position.
More maddening is it's the actual block space that gets stuck. Other torches around it will toggle, but can eventually get into the same state.
The only solution seems to be to clear the drive cache, and then reload.
Just thought I'd pass this on if your fooling around with redstone and wondering why torches no longer blink in a particular spot after power goes through.
Since the last episode, all my clocks are 5 torch clock with an on/off switch.
