All mobs spawn during the day. Just only in dark places, if you're saying creepers spawn out in daylight then no they dont. Mobs only spawn in dark places, creepers however do not get burnt and catch on fire like skeletons and zombies do in daylight.
Yes, I'm aware that all hostile mobs can spawn during day time in dark areas, but I was meaning to say that they don't spawn out in the open like how they do during night time. And yes, I do know creepers won't spawn out in the open. It may look like they have, but they really just spawned in a near by cave or underneath a tree or really any shadowed area and then wandered off.
getting mob items is easy. you have to turn the difficulty to normal or easy and find a good spot where mobs can spawn. this should be your main area to battle unless it is right next to your house.
