You should make the Tiber River, or if the city is not specifically Rome, perhaps a port like Ostia. In terms of building, though, you could try making a temple for the gods, or a forum.

By the way, the arches are called aqueducts. They carried water through the city to all the baths and such. They were centuries ahead in their plumbing.
It depends what time period you are wanting. I agree with a previous post about Assassins Creed: 2/Brotherhood. That will give you what you want. Also don't forget bath houses, Rome had a lot of them.

Sorry but I just have to correct you. Normally I can resist but this time, I just can't.
It's not "panpheon", it's The Pantheon. Also, they aren't called "aqua docks", they're Aqueducts.
Now, if you're basically wanting to fill a Roman style city with famous Roman architecture and buildings, you've definitely left out a few.
- The Colosseum
- Circus Maximus
- St. Peter's Basillica
- Forum Romanum
- Piazza di Spagna
- Palantine Hill
- Arch of Titus
Those are just a handful of the tons of famous buildings in Rome. You might as well pick a few and go ape **** with it.You should of made this first because, this is where the Roman's senate building is. (or at least I think)
