why do you say "early july" then you shouldnt say that

At the time of that Tweet we had guessed Early July would be a good time frame.

quick question. what exactly is new in this update? i know there will be game improvements and whatnot
but item wise, is it just shears and pistons?
Aside from what you said (bug fixes, game improvements, etc), here's what is being added:
+ Added pistons
+ Fire or redstone is now required to trigger TNT
+ Fences can be stacked
+ Added shears
+ Shears can be used to pick up leaf blocks
+ Shears can be used to shear sheep without hurting them
* Sheep no longer drop wool from being punched
So yes, those are the only two items/blocks being added.

I dont think so, pistons would be with creative mode. (from what i have read and heard) Check Minecraft WIki Link above

The ->-> jump farther change
A few other small ones:
- Changes in sheep/wool behavior to accomodate sheers (will not drop wool when punched)
- Sheers can gather leaf blocks intact
- Will need flint/steel or redstone to set off TNT
- Can stack fences
- Redstone wire can connect to a repeater

I'm assuming you mean sprinting/sprint jumping? Yes, that will be in 1.8.2 (the update after 1.7.3).
Pistons were released in 1.7. Creative mode was released in 1.8.

You can do it without having to stack blocks, its more of a convenience than anything else.
Actually, you can't. The only way to "stack fences" in the current version is to build them from the bottom up by placing and breaking blocks.
In later versions, you can not only stack fences on top of each other but also place other blocks on top of fence posts. Like torches.
