The only powered cart is the coal one. If you are trying to make a chest cart move under it's own power, it won't happen because it has no power. If you want Minecarts to move effectively, use powered rails.

yes i have powered rails down but they still don't work as they should if you have a working chest cart i would love to see it

I have all sorts of working Minecarts. Like Damien4004 said, your powered rails may be too far apart. Even though they push Mincarts, they still need to be spaced properly. If they aren't, the Minecart will lose speed and come back down the hill or track. On flat land, it's best to place powered rails about 6-8 blocks from one another. Going up hills however, it's best to place them 2-3 blocks from one another, to make sure the Minecart doesn't run out of momentum.
