Could there be a skin Editor added to the game... Just an Idea so we could personalize a character. Then upload it to lets say mine craft forum and others could download them. Kinda like how saints row had done with there create a character..../

If you check this forum you'll find this has already been discussed. Microsoft wants to make money off DLC skins. So a straight up skin editor won't come in the near future unfortunately. There will be skin packs and such. They could easily put an editor in the game... but it's all about money.
You don't have to bump your own threads after half an hour, you knw. Especially when they're still on the front page...
If they had a means of making sure that people weren't using skins that would get 4J sued for copyright infringement, or using obscene skins, I'd be all for a custom editor.
4J can't be sued for copyright infringement from a user-made custom skin...

Sure they can, if they're the ones hosting infringing content, they're as liable as the user who uploaded them. It's the same reason megaupload got a visit from the FBI Party Van, users were uploading copyrighted content, but megaupload was still responsible for hosting the stuff on their servers. The reason you never see lawsuits with PC users using custom skins is because PC skin mods are hosted on the same computer as the client running the game, and not Mojang's servers, and they're not going to waste time and money going after one person because they wouldn't make back as much money as it would cost them to file a lwsuit and go through that process.

I think they can only get sued if they charged money for them. Because they were not the ones who made the characters. On saints row you could go online and download peoples characters and play as them. And I know no one got sued. Because the were free.

Unfortunately whether or not someone is making money off of someone else's copyright is irrelevent, if you're infringing copyright without permission, it's infringement, commercial gain or no. There are some exceptions to this rule of course, such as parodies, but blatantly using a depiction of, say, Master Chief's MJOLNIR armor, or Spiderman's outfit, would count as infringment, and 4J would be liable for hosting the content. The reason you could download and use other users' skins in Saint's Row was because they were original user creations that they uploaded with public license, not because it was free, if there are are copyrighted character skins in Saints Row and the company isn't getting sued for it... lucky.
Herobrine exists because we let him exist.
