Ok i have a dark room with water flowing in appropriate places leading to a lave grinder type thing that kills and then sends the items to me. I followed a YouTube tutorial for that but for some reason i don't have a constant flow of mobs it's like they are turned on and off at some times literally i have a bunch of items some times others i go 15 minutes without seeing anything. I am on Hard difficulty can someone tell me what i did wrong. Also i have went near it many times and heard nothing from the rooms. I even added a duplicate of the first floor onto the second and still little to nothing.

Lighting up surrounding caves should increase mob spawning. Also you have to be about from what I remember 24 blocks away from your mob grinder. If you are too close then the game won't spawn anything there. Also don't be too far away or else there is a good chance that the mobs will de-spawn.
