it does not have 1% chance, you just put spider and skeleton together and you will need to wait about 2 mins and the skeleton will sit on the spider i say (gamechap speak) lol

I'm pretty sure this doesn't work and I've never seen in it any of the large mob farms I've built or others have built.

Yes, he is right. a Spider has a 1% chance to spawn with a skelton ridding it. if you want to see for yourself, scroll to the top of the page and click on wiki. look at popular and useful pages and click on mobs. scroll down untill you see Spider Jocky. read the article.
Yes it can work on PC but this is the XBLA Minecraft version

They spawned that way. You do not get spider jockeys by leaving a spider and a skeleton alone. It just doesn't happen.

Alright, here's the deal:
I started the jar version from the website (1.2.5) on my work PC.
Loaded up Creative, spawned a bunch of spiders and skeletons.
Copied the map over to a Survival game.
Went to lunch.
Do you know how many skeletons saddled up spiders in the hour I was gone?
