I've got an older HDTV. It's a 52" projection. It has no HDMI input... it has DVI.
So I bought a HDMI->DVI cable and I plugged it in. Got a great picture using it... but no sound.
So I realized I had to crack the composite A/V connector open and remove the casing it because it covers the HDMI out on the back of the xbox... then run the composite audio plugs to an external reciever.
Ok so I did all that and now I have a great crystal clear picture and sound for my Xbox... but I go into the HDTV settings and it won't let me change to a high def mode.
Arggh! Anyways that sucks. The picture is plenty large and clear enough for splitscreen IMO... but I can't do it.

As for why it won't let you switch to HD and play splitscreen, I dunno on that.
I don't think that's so much the fault of the xbox as the type of TV you're using, however, I could be wrong.
