Probably equivalent to that of the rarity of a Zombie Pigmen (If not in the Nether of course). Because Spider Jockeys are spawned randomly while Zombie Pigmen (In the surface world) and Charged Creepers are created when Pigs and Creepers are struck by lightning. Hope this helped.

While Charged Creepers and Zombie Pigmen (On the surface) do not spawn naturally.
I usually stay outside when i see lightning when its raining. That and the pixel art that tends to act as tinder.. But my hunt for a charged creeper has been unsucessful.
