If it's on peaceful mode, try changing the difficulty. I had the problem where on peaceful mode I couldn't find any pig or sheep. I reloaded the world like five times, hoping it would cause some to load up, and right when I was about to give up I upped the difficulty level and some appeared immediately.
Other player's dogs are a factor aswell... Just saying.
I have a dog army and still find a few passives here and there.
So basic rule:
More Dogs = Less Passives
Less Dogs = More Passives
Their is a cap on the number of Passives allowed to be spawned at a time.
Passive Mob cap on pc is 15 in multiplayer.
However!!!
Due to the nature of passive mobs in the current version they will despawn immediatly if any player is not positioned within a certain amount of blocks from them. (around 120 blocks)
Following this rule we can position our dogs far away from us and allow them to despawn. Doing so will reset the passive mob cap to 0, thus allowing other passives to spawn.
Most of this covered under However is speculation based upon information obtained via Minecraft Wiki, there is a chance I am wrong and Tamed dogs do not despawn... I will be testing this though due to curiosity. (And it would be totally awesome to have like 50 dogs in a pen.)
