Yes - in the crafting interface, look in the column for making torches. After the choices to craft coal or charcoal torches comes the option to craft glowstone.
It fooled me too, it took me hours to figure this out but its in a strange spot. Go to "weapons and tools" go to the torch go down and you make glowstone.

And yes, you can, just put 4 of them in a square on your crafting bench
