Nothing is official when it comes to DLC but I seriously doubt you won't be able to play with your friends if you refuse to buy it...I mean just look at every other game that has DLC. They don't make you buy it do they?

Say my friends have certain maps for Halo or Call of Duty that I don't have. If those come up, I can't play with them. A lot of games operate that way. Some games however, like Mortal Kombat, offer compatibility patches that make it so non DLC players can play against DLC players.

I play Halo and I've never had that problem before...I've never bought any DLC for it either. Granted I can't play a few of the playlists but the core game is still playable which is what I think the OP was asking.
Well, I'm sure 4J has already explored this thoroughly since they plan on implementing DLC. But here are things to consider.
What would happen when...
You don't have the DLC: and you try to join a game that has DLC blocks on the map
You don't have the DLC: and you join a host who has the DLC, but hasn't yet placed DLC blocks on the map -- if you can join, can you place it?
I think the solution is simple -- when you create a world, you get checkboxes to enable each DLC content package. I haven't really thought about how to implement it to old worlds or if you can disable it on the worlds you enable it on.. But that's a point to start from.

Of course the core game will still be playable, just as Halo is still playable without any of the DLC maps for multiplayer. But Minecraft is a whole different type of game. What if DLC adds something like new blocks? Would people who don't have those new blocks be able to play with their friends that do? Probably not.
the point was that that not all games you can play with friends on the exact same content if one person has the DLC and the other does not. I'm not sure how you missed that obvious point.
