I know I need Redstone, but when I placed it next to a powered rail nothing happens. When my railcar hits it, it just stops. What am I missing?

If you only put Redstone Dust next to it, that won't do anything. There needs to be a power source. So you need either a Redstone Torch, or a Lever in the on state. Those will supply power to it.
