I've been trying to make a boat dock for hours now, but I can't get the water around it to sit still! I've filled every single cube space with buckets of water, and the water is flat on the surface, but every square of water is flowing in a different direction, making it impossible to put a boat there without it being destroyed. If the surface is flat, when why is the water flowing?
This is freakin' annoying. How do I fix the water?
Remember the way that water works - the block you place from the bucket is the source block and it should flow out from there. It's kind of weird to get used to thinking this way. If the area the water can reasonably flow to is not filled by the source block (which it generally won't be) you'll need to go get more buckets of water from another source and continue filling. You'll know that a structure is "full" when the water is perfectly flat on top.

Hope that helps.
Apparently, you just skimmed the original post.
I've already filled EVERY SINGLE CUBE with a bucket of water. The top of the water is completely flat. But every square is flowing in a different direction. This shouldn't be happening, because every cube has water in it, so the water has nowhere to flow to...
Water is pretty glitchy right now, I can't even place water down after I've picked it up in a bucket. It just dissappears.
Placeing water and lava in a certain radius of spawn will not work. It's to prevent greifing, I believe. But if you are nowhere near your spawn, then its a bug.
water will only become a source block if its 1 block deep, ie there is a block directly under it.
easiest way to fill water is to fill it in, then make a checkered pattern & fill in with water, then remove the blocks & it will fill in correctly.
This is the only way I was able to solve a water-flow issue the other night. It's incredibly buggy water right now. Sometimes the only way to fix a flow is to block it out like above. I spent an hour easy pulling my hair out over that until I tried this method.

Maybe you're encountering a different behavior than I am. In the mean time, I was assuming your water area wasn't full.
