'License' is an incorrect term. It's the gamertag that matters. When you get the new Xbox and are setting it up, it will ask you to create an Xbox Live account or retrieve an old one. You can just retrieve your old account.

With the Console License you can play the content with any account as long as the content is tied to that specific console. Using the License Transfer tool would transfer the Console License from one 360 to a new one. The content would no longer be playable with other accounts on the old 360.
The Profile License is for the account that purchased the content. It would allow you to play that content with your account on ANY 360, but only as long as you are connected to LIVE.
Typyically people have both the Profile License and the Console License since they are most likely plating on the same account that bought it and playing on the console they got it on as well.
