There is a cap on the number of passive mobs total that can exist at anyone time within the render distance of a player (which is a long ways - I think something in the order of 128 or 256 blocks - It might be shorter on the Xbox vs. the PC). The cap formula changes a bit depending on how many individual players there are in the world at anyone time. However, it is much lower for the passive mobs (16-20 for a single player) than the hostile ones (79 or so for a single player).
Splitting the wolf packs up into smaller units should free up some of the cap in any given area... ONLY if the packs are far enough apart so that only one pack at a time is within that rendering distance from you or any other player in the world at the same time.
I tried moving all the wolves on my map to the northern part of my map, and nothing was spawning on my whole map still

There could still be an error occurring in the formula. I'm really just saying that a cap formula currently exists and that the overall cap for the passive mobs is currently surprisingly small compared with hostile mobs. My source for this info is the Minecraft Wiki.
For example, I tamed my requisite 5 wolves to obtain the achievement and immediately noticed that in the area of the wolf pack, the average numbers of sighting of passive mobs decreased. If the cap is 20, then taming 5 wolves reduces the numbers of other passive mobs in the area by 25%.
However, when I move far away to other areas of the map, I am spotting passive mobs with the normal frequency I did at the start of the game. However, you're not the only one reporting an issue.
There are other things that could influence passive mob spawning in certain areas. For example, they need grass blocks on which to spawn, so as you build a city and replace grassy areas with stone pathways, etc.; you diminish the ability of the passive mobs to spawn in those areas. If the remaining grassy areas are in the shadows of tall structures so that they are not lit above a level 7 (I think it is), then the passive mobs still can't spawn there. If you're not around when they spawn and they can't wander very far from their original spawn point, then they will despawn fairly quickly.
I was playing with around 5 friends on a world and we couldn't figure out why sheep weren't spawning anywhere on the world. Figured out that it was because we had a combined total of 20 Wolves (The world owner had 12, lol), which was the cause. We then killed most of our wolves and the animals started to spawn again. Shame about having to kill them, though.
Now I have only tamed one wolf, then it was blown up along with me by a friend. I have never had the no other passive mobs spawning issue though from that one tame wolf.
