My television is a Toshiba 44NHM84 . I hooked up composite cables to my xbox and the graphics improve dramatically. However, when I sign in my other controllers, it does not go to split screen. What is wrong?
I want to play offline.
Also, I heard you may need a gold account. Is that true?

You don't need a gold account for offline splitscreen.
Composite cables I believe are the ones with just red, white, and yellow aren't they? If so you're using the wrong ones. You need the red, blue, and green ones as well.
If you do have the red, blue, and green ones then you also need to make sure the switch on the plug that plugs into your console is switched to HDTV.
