As we can all probably tell, there are some players who are outright grinding just for rank #1 through infinite minecart loops, mob spawners, huge reed farms, etc.
I have just found a skele spawner and a zombie spawner whose dungeons were literally 1 block away from each other, and was thinking about mass farming it for high ranks. Would you Microsoft/4J would ban people doing this?

My friend that I play with is 8th in the world for mining blocks and he is not exploiting anything. Just because its seems unbelievable to you doesn't mean they are exploiting things to gain ranks. Also, no they will not get banned even if someone was doing it.
Mining, probably not. But look at things like distance traveled and mob kills. Nobody reasonably walks for about 18k meters yet rides a minecart for almost a million. It isn't really just lucky spawns for someone to kill over 8000 zombies and only 7 spiders either. Mining is really the only thing that hasn't been grinded to insane amounts.

Unless the exploit is through cheating, or exploiting a glitch I doubt they would do anything. Creating a circular mine track isn't cheating, though it is odd someone would care enough to leave their Xbox on overnight to ride it constantly.
Exploiting a glitch to gain rank on the leader board would have a good chance of raising some eyebrows, other than that, its all fair game in my book. I'm sure they thought ahead on all this =P If not, it gets patched.
