I placed water into a hole with a bucket and it disappeared. Nothing I tried worked, I tried to put cobblestone underneath the water, tried stone and dirt.
Water is impossible to move for me unless I dig the ground around a lake.
I noticed this also when I was placing the water on the side of a block, but when I placed in the the top of a block in my 3x3 area it worked fine I just had to use 4 buckets of water for the infinite supply. Hope this helps.
There are different types of water. Look at a lake or river and you'll probably see some spots calm and some spots are flowing in a particular direction. Then if you drop enough water on the flowy parts it will fill up and turn calm. Dig a trench along a lake And observe where the water looks different and experiment with dropping more water in the trench.
