I doubt they could charge for texture packs. All texture packs are made by fans of the game, not Mojang looking to make a buck. Even if Microsoft makes then charge for DLCs then Mojang will make something that is worth money to download.

I have read in multiple places texture packs and player skins are going to be in the game later on (maybe by linking your XBL to your Mojang account).
Mods are probably going in but they are the thing they may not do if i understand what the are saying. The mods probably will not be mods but rather 'plugins' and will be installed as if they are a new map in cod (just an example not saying anything about cod so dont rage that i mentioned it) because they are adding a modding api in the PC version so they could put that on the XBox version the only problem is that the mod maker will need knowledge of the C programming languages to make the mod so that means even if mods are added your favourite one might not be avaliable.
You will not get banned for using texture packs as long as mojang supports it like i said before PES 2012 supports texture packs for their soccer jerseys.
Updates for the game pretty much are assured to be free. To my knowledge, every title update on xbl is free, (as in the ones where you start the game and it asks/tells you to update it). For them to charge for updates for this one game would be absurd, and I doubt Mojang would agree with it.
Texturepacks will probably come first, as they're just image files. I imagine 4J will have some kind of hosting portal for people to upload their texturepacks to, which will be downloadable in the in-game "download content" area.
As for mods, as stated, I don't think any of the minecraft PC mods will be compatible, as this version is written in a different language (XNA?) However they may add the ability and API to make mods for this version, upload it to 4J's content portal (or xbox live's) for download in-game. The only risk of this however, would be if people made malicious mods, which would then require some kind of authoring on 4J's part (as I doubt Microsoft could be bothered to review every mod posted) and is the only reason I can see mod's not being enabled, but texturepacks are a pretty much definite yes.
That's pretty much my thoughts regarding mods, someone told me a game like minecraft and possibilities of mods on 360 is far different than Bethesda and skyrim creation kit mods on consoles. I pretty much see them in the same vein so to speak cause quite frankly microsoft and sony as companies are very stingy, usually more so MS, regarding mods that alters the game basic mechanics. For example: Hack and Slash mod that turns minecraft from building to a fully fledged RPG with rare drops and stat increases with levels. This actually an overhaul of the system in some ways that without proper knowledge could break the game or corrupt saves.
I really think if there's any mods or dlc that has stuff like this it'll be handpicked and polished up to be placed on XBL. Texture Packs or skin changes i knew would come to this version, it's just the mods i'm seeing may be a gray area if it'll come or not. Possibility is there but whether it can happen is another story.
With the Xbox 360 version of Minecraft out everyone is rushing to try it out. While I have a great deal of fun playing so far I have come to wonder, will the Xbox version support Texture Packs and Mods?
On the PC Texture Packs are supported in Minecraft and Modding API is soon on its way. With that said, will they be available on Xbox? As is we can't change our skins so I wonder if Textures and Mods are even in the big picture.
Either way it is hard to judge a game that has just been released but so far my expectations have been blown away and I'm very impressed.
So, what do you think of the game so far and do you think Texture Packs and Mods will be supported or even possible on the 360.

There seems to be an argument about mods but mostly people are saying that with Modding API mods will be possible but hard to code.

Unless MS decide to pick out a few mods for XBL (which they would most likely charge for), no, mods will not make an appearance for MCX360. The same applies to textures; they might add some for purchase, but players will not be able to upload their own.
Microsoft's policies don't allow for this type of user content. MS are paranoid meglomaniacs who hold the basic view that if they can't control every little aspect of content, then it doesn't go on Live. It's happened before with other games and is likely to happen here.
It's a shame Minecraft isn't slated for PS3, because then mods and texturepacks would almost certainly make an appearance.
Oh, and don't hold your breath for custom skins either. More likely they will upload a bunch of approved skins for download.

Of course I'm biased towards the more stable console, with a better library of games and a more open, free, online setup. Except I wouldn't call it bias so much as common sense. MS rely on fleecing idiots to make their money, and the fact they make so much money shows how many idiots there are and how easy it is to rob them.
How much extra content costs, if anything, wouldn't ultimately be up to 4J. Gears of War content was originally supposed to be free, but MS went ahead and charged for it anyway.
I don't want a flame war here (especially if the person I'm arguing with has a My Little Pony avatar.) Forgetting what console is better (in your opinion) you do bring up a point that MS could charge for extra content without 4J or Mojang's say in the matter. The likely hood of that however is low.
I'l make a deal with you. If Texture Packs and custom Skins cost money on Xbox I'l agree with you that PS3 is superior and watch an episode of My Little Pony. In the off change of course that actually happens.

I shouldn't have brought up his avatar but he came to my discussion about Texture Packs and Mods on the Xbox version of Minecraft spreading his bias and opinion about another console. I don't know what he is trying to accomplish by doing that.
The reason I mentioned the fact that he is a brony is because the fan base of that show are like a cult, constantly spreading their opinion as why their show is the "Best show Ever." Do you see the similarities between what Bronies do and what he did with his PS3 argument?
Just so all bronies don't hate me, I have seen the show. I have a deep respect for animation and cartoons and My Little Pony is an OK show in my book but it is not this amazing show that everyone makes it out to be. There are far better animated shows out there (Try watching Futurama, you might like it.)

well it's clearly an entertaining show for some people, I don't watch it myself but fanboys of all parts tend to over inflat the stature of the consoles, shows or games..etc.
No question PS3 Network being free is a big deal for alot of people because personally the way I see it is why am I paying for internet if I have to pay an additional 50 a year service to play Multiplayer? Sure in the grand scheme of things it's a droplet of money lost as most people will recoup that in 1 days of work but for some its 50 dollars they could have spend on a game. Comes down to taste however XBL network is far more stable and better structured than PSN but PSN is more open, free for developers. I think Steam Works for Portal 2 proved this and it may be why MS is trying to be a little more laid back with 4JStudios with there minecraft stuff.

Just think about it; this is XBox arcade's best selling game; I think they will allow them some freedom.
