I think it's a glitch. It has been happening to me quite a bit as well. Sometimes it works, sometimes it doesnt.

i tested lava and that worked fine,

how did u get the water to work? i cant use it anywhere, it always disappears

I made an infinite water source and just kept taking water out and putting it down again somewhere else. Like I said, sometimes it worked and sometimes it didn't. I have no clue how to stop it from not working.

Water and Lava can't be placed within a set area of your world spawn in order to stop griefing.

oh i see this makes sense but how come i can place lava near spawn but not water?

well anyway thanks for the help, the problem was that i was too close to spawn
