Yet nobody can fix my problem of it saying "This account is not allowed to download stuff with this rating"

Maybe try going onto your account settings and fiddle around a bit with everything.
I had a problem like that once too. I just had to change some of my settings,

No, like, the parental settings are turned off, and it's E10+ so I shouldn't even be having this problem! When I try to get it on the xbox it says I need -1 microsoft point. So I'm at a stand still.

Try and find some location settings on your xbox. Sometimes if you change the location settings you might be able to download it

Give microsoft time to fix it. Chances are they just have a few people awake right now(I believe they are located in Washington state)

It may be something to do with a bug. Or as it says, u cannot have it. A solution may be to fiddle around with your xbox settings and try to change the location of it. That may work...

i tried changing my location to the uk and canada but it wasnt working.

china isnt on the location settings.............
