Are you sure mods & texture packs are confirmed? I have heard about skins being in an update, but all I have heard about mods & texture packs on the Xbox is speculation & teasing by the developers. I don't think they've actually confirmed them.
You do not know 100% without a doubt that things like mods and texture packs will be available. It's all hear say and guessing until we actually hear something from 4J. Other than that, they've only said they will look into those things, that's all.

You do know that one major problem with the PC is just how easy it is to cheat in any game. Why I was playing Dungeon Defenders the other day and I couldn't find a single game with people who had LEGIT characters. That's just how bad it's gotten on the PC. Then I went to Brickforce, only to find a spanish hacker, despite the fact that the game is only in closed beta. The fact that someone already made a hack for a game that's still in closed beta shows you a lot about the PC. One thing I can breath easily about on the X-box version is that someone won't be using an pika client or an x-ray pack. The fact is people will cheat on any game they can find. I've seen people go so far as to hack Robot Unicorn Attack. Cheating on a mother flippin' two button game for christ sake.
The thing that gets me is how all these kids are going absolutely crazy and just can't wait to get their hands on it. There was so much "release date" garbage that the mods just deleted it all (thank goodness).
This isn't a new game- it's an older version of one you already have and can play on the PC.
This isn't "Minecraft 2" or anything.
This is a rerun.
This is an old show.
And it will be "crippled" when released.
It will not have all the bells and whistles of the PC version (and may never have).
So why all the PC players are so foaming-at-the-mouth excited is beyond me! This is like "Civ2 is coming to xbox!".... So?
However, for those just now getting it because it will come out on the xbox, I can see the excitement. Those people will finally get the play the "real thing". They need the tutorial and auto-crafting.
I just hope the MC "old timers" don't **** the newbies off, cause believe me, they're coming!

Well, this isn't a clear cut & dry case of one version being more superior than the other. Both versions have many tradeoffs. Some of which make all the difference for people. Like split-screen and finally being able to play at a smooth frame rate. On the other hand some people can't live without their mods. In my particular case I find playing with other people on a vanilla server to be dreadfully boring. I love servers with a working economy. But I also love playing games on the couch locally with my family. Everyone else has their own tastes, so you can't go saying that one version is automatically better than the other. Heck, some nostigia dweebs enjoy the older versions of minecraft more than the new. So I'm sticking with the quote "beauty is in the eyes of the beholder" and no one person is fit to judge for everyone. edit: sorry about the one big paragraph, I'm using my 3DS so the scripting seems to be off or something.

It's an older version that will be on par in terms of updates with the PC in a short while. I'm a PC player and love the fact that things like Auto-Crafting have been added. I'm tired of forgetting a recipe, pausing Minecraft, opening my browser, going to the wiki, and then searching for the crafting recipe. It's pointless, annoying, and completely breaks you out of the mood of the game.
The only "bells and whistles" the Xbox version won't have is massive servers and possibly mods. those are two things that a lot of people don't care about in the fist place. Most people only plan on playing with 8 of their friends and are glad they don't have to deal with port forwarding. And as far as mods go, people have grown tired of them or don't care about them in the first place so it's not really going to bother them.
The Xbox version will eventually be very close to on par with the PC version so just deal with it.
