If Microsoft allows it, would it be possible to host your maps to your whitelisted friends via cloud storage? As far as I know, your friends will only be able to play on your map when you're online. If they're given access to your cloud storage, they could effectively play whether you're online or not, like a regular server on the PC version. As for cross-platform, I would probably assume a unique code or URL would be assigned to your gamertag, and you would give that your PC buddies, or something of the sort.
