They could add a "User Content" button on the main screen, as well as "Texture Packs" or "Mods and Texture Packs". The content could be added to a website, which transfers it to the User-Content part of the Minecraft Site, and shown on the "User Content" tab. It shows several Mods, Texture Packs, and Maps created by the community. It is just an idea, would it be a good one though?
TL;DR - User Content with Community Made Mods, Texture Packs, and Maps. Downloaded Mods and Texture packs go to the "Mods and Texture Packs" part of the main menu. Maps save on World Select. Good idea?

Microsoft doesn't allow Mods, period. Why is that so hard for you people to understand. It's not a PC, it's a console. If you want mods, stick to the PC version.
On texture packs, they've already said this is going to happen in some way, shape, or form but not at launch. They've also said that they may try for mods but Microsoft is very conservative about their console.

Hence the word "User Content"- Its not modding the official game, its like add-ons. The fact of the matter that people tend to forget how xbox live arcade works.
Mods = Downloadable content. Minecraft can have free DLC - Yes. There is free downloadable content (Remember Guitar Hero's DLC? They had free songs to DL).
Downloadable content is practically mods for other games. Mods are adding to the game, not only changing. If you think its a stupid idea, think of this.
A dlc that gets released by user's choice on the minecraft XBLA tab on minecraft.net. ex: they will be adding Buildcraft if it gets the most votes out of the entire poll.
Its only an idea. Ideas do not have to happen.

It still comes down to the fact that Microsoft will not allow user generated content that alters the game. Anything remotely approaching stuff like the mods on the PC wouldn't be allowed.

Lets take in the fact that Micro$oft is a greedy monkey. They will do anything to earn more money. So adding these mods and textures will draw in more buyers. More buyers means more money more money means more greed to roll in.

I thought I read on the home that they are going to put it in but it will be at the very end.

That is just their way of giving people hope that eventually they will try to do something. It won't happen.

Mods modify the game, hence the name. They can't be "added-on" like Xbox Live add-ons, the game's files actually have to be modified themselves to work. It may be considered a bit risky on the Xbox, as you don't have direct control over the files and can't just copy+paste mod files into a .jar file. Letting the game automatically do that might also be risky, as some mods may require extra steps other than just modifying the .jar, and if not done correctly, could corrupt the game. I'll be surprised if they actually do find a way to put mods & texture packs on XBL.
you seem to think you know everthing, sorry but you dont know if they will add mods or not same goes for all of us we dont know if they will or not, but you carnt go around acting as though you know for a fact they wont cos you dont know that
Well you are correct. I don't know everything. But I have been around long enough and read every topic in this section, and every offical article that has anything to do with the game. I aim to provide as much truthful information as I can. While some of what I have said is speculation, and noone knows, I still use an educated guess.
OT: The only reason I said it won't happen is because I am a pessimist. Would I like somehow for mods to be incorporated, but there would be so many hoops to jump through. Then the developers have to get permission from the creators if it's even possible to convert them. Do I want there to be mods? Yes. Do I know if they will not be in the game at all? No. But this way, I wont get my hopes up n a cool feature that will never be incorporated.
