No there will not be mods unless they are made by Mojang/4J Studios. Microsoft does not allow 3rd party things on the Xbox, which is what mods are.

they may take the rights to your stuff, but you are the third party that creates the game.
Windows phones, the XBLA they all have development done on a third party system, and as far as I am concerned Microsoft and Xbox are one in the same, sooo, where are your citations? quotes?
furthermore I disagree that Microsoft would so easily shunt a DLC capable community from affording them countless DLC packages that would earn them millions in revenue, from a third party DLC development effort. And if they do, shame on them, now I have a new project idea that will rival their companies efforts, Open Source DLC.

If Xbox has a usb port or SD card slot or something for external access. It probably is possible. *assumes this because Wii game are moddable because of this factor*

First of I very highly doubt anyone would put "Microsoft loves us" as a splash..

Think about it: of the millions of copies sold, only a very small handful of diehards use mods. I'd be surprised if it's over 10,000. Too few people to worry about, much less make any money off of. Also, what you guys call "mods" most people call "expansion packs", and they charge for them. Finally, if I was a modder, I sure wouldn't work for free!!!! That's silly! I'd charge for my work, make it worth paying for, and MS would then charge the end user.

I put yes because I 'Hope' that mods will be on the the XBLA version. Minecraft without mods is like the Xbox without Live, it's just weird.

(Note, I define a "user" as someone who has played this game for more than 24 total hours of gameplay before quitting) And that's not counting the countless number of people who play on modded servers, because they're modded. I'm not personally sure whether there'll be mods or not. I'm just saying that your assumption of less than 10,000 if far off. Particularly given the Mods section of this forum has 836704 replies at the time of posting this.
jeb tweeted about mod api which is basically an "app-store" of mods so yes there will be mods uploaded by players
Mod API will be for the PC version. There could be mods for the Xbox version if you think about XNA, such as the Rock Band Network for the Rock Band series. But if you're expecting free mods from Microsoft or Mojang, keep dreaming.

I think there is a moderate possibility of mod's but they wouldn't be called mod's. They would be an add-on, DLC or expansion pack what ever makes you happy. As for how we get them well the straight forward way would be the developer of the game making the "mod" and then having it be submitted it would either be free or they would set a price. But if it's just a texture pack (or small add-on) I wouldn't see it being very pricey plus it's an arcade game...
