Rarity doesn't matter, exactly, because once you have it, you have it for good. My recommendation, if you wish to try and improve this idea, is to look at the many suggestions that propose an "autosmelt" or "smelting" enchantment and see if you can figure out why it doesn't tend to work, and how to fix it.
This is a super commonly suggested idea. What the guy above me said. It just skips a step that's a very large part of the game.

I do agree that this causes imbalances in the game. The furnace is a very important part, and that would just make it useless. What would make it better is if the white hot enchantment "melted" the tool a little bit so that it doesn't last so long; the durability goes down maybe 1 every second. What would also be cool is if something were to happen if you tried to mine a coal ore. I mean, if your going to have an enchantment that smelts things you mine, I think if you try to mine a coal ore with it, it should vaporize into a puff of smoke or something.
It's a cool idea but I think there should be negative things added to it because I think it is a bit overpowered.
Instead of time delayed, I'd add special properties to white hot:
1) cannot be repaired
2) durability is:
wood - 10
gold - 10
stone - 15
iron - 25
diamond - 100
With the above, it'd turn white hot into an utter curse; useful only in cases where time is literally of the essence and you can't wait for the furnace. This would make the furnace a much more viable and longer-lived tool while also giving white hot some unique and niche uses.

That's interesting. So you could put a pick in a furnace, heat it up, and it'd have the attribute "White Hot" for a certain amount of time?
I can foresee coaling up a diamond pick and it gets the white hot enchant for the time duration of a coal.
I'd probably cap it out at coal duration; and trying to lava bucket a white hot pick would yield max coal duration.
These changes are interesting and refreshing and keeps the furnace relevant. I'm beginning to like it; but would like OP's input on possible direction.

What if you want wood not charcoal when you have an axe with this enchantment on it? Why would someone make two axes for different purposes? That is a sort of problem I can see happening.
I see it as a trade off. Also, you can break and acquire wood reasonably quickly unarmed. I mean, it's definitely slower than with an axe, but not so slow that it's unreasonable.

But you are a little right, there should be a simpler way...
What about cooling it down with water ? Water is everywhere, and when you've got enchants, you've got a bucket (I hope).

I like this idea!
Maybe it could only be used on iron and diamond pickaxes due to wood's flammability, stone's fragility and gold's softness.
When coal is mined it could burn off and maybe even damage the pick further.
However, 1 durability/ ps is way too draining.
Perhaps each time you mine a block it takes x2 durability.
