I know alot of you will not support just because this is a game changing idea, but that isn't stopping me from suggesting it, people usually say no to suggestions that change the game alot.
Going into a snow biome will be cold, and if you stay in the cold for too long you will get a debuff called "Freezing", which drains your health very slowly, and turns your hearts into a light blue color, similar to ice.
You can wear armor to protect you from the cold, leather armor is the best at cold protection, chain does not protect you at all from the cold, gold moderately protects you from the cold, iron and diamond offer a small amount protection from the cold.
Wearing full leather armor will protect you from the cold drastically and it takes a while to get the freezing debuff, unless you jump into cold water.
The more effective your cold protection is, the longer it will take for the freezing debuff to come along.
Jumping into cold water will rapidly increase the cold meter and when the freezing effect comes along, it will be more intense, draining your health just as fast as wither until you get out of the water.
You have about 30 seconds in the cold water before your health starts to drain.
Freezing cannot be cured with milk, being lit on fire will remove the freezing debuff and will greatly increase your HEAT meter, which I will get into here in a minute.
If lava happens to be in contact with cold water, it will heat up the water, and will stay heated until the lava is removed, this will also happen if a magma block is in contact with the water.
The new "Freeze Resistance Potion" is the opposite of the fire resistance potion and when you drink it, it will temporarily make you immune to the freezing debuff.
Now this is when I get into the heat meter. Basically, if it wasn't already obvious enough, being in a desert will slowly increase your heat meter, and once it gets to a certain level, you will get the "Overheating" debuff, which does the same thing as the freezing debuff, but turns your hearts a fire-like red-orange color, and also cannot be cured with milk.
This takes a very very long time, or a huge amount of heat, but once the heat meter gets high enough, the overheating debuff will be removed and you will be set on fire!
The fire will not go away until you cool down or jump in the water.
Wearing armor will make your heat meter increase more, the system with armor is pretty much the same as the cold, but backwards.
Leather armor is the worst to wear in a desert, makes your heat meter increase a lot faster, since chain does nothing, if you insist on wearing armor in a desert, wear chain armor.
Wearing no armor at all will keep you the coolest and the heat meter increases slower, but eventually you will start to overheat.
Moving around makes your heat meter increase faster, meaning that the cold meter will either stay where it is or go down, standing still does the opposite.
When you get lit on fire it sends your heat meter up to the top very quickly, and after the fire from the lava goes out, you will most likely have the overheating debuff afterwards, unless you jumped into water to put the fire out.
Most water you find will be at a moderate temperature, or cold, but hot water can be found in deserts, or as I said earlier, if it is in contact with lava or magma blocks.
Drinking a fire resistance potion will make you immune to overheating for a limited time.

All it adds is senseless micromanagement, I see no benefits of this other than for "Realism". Minecraft is a game where its realism adapts to game balance and enjoyment, I can't really see myself, or the majority of players enjoying this. I do not wish to have to wait in areas to warm up/cool down or be locked in certain biomes (And have to rush out of others if I spawned in them) because of being "Too cold" or "Too warm".
Waiting for health to regen pre-1.9 was already tedious enough, making me have to refill another bar with no benefits whatsoever is just no.
Well there wasn't anything I could do about the big wall of text.
If only our keyboards had something that could add line breaks...
But man has come just so far.

The reason so many people immediately say "no support" to these kinds of suggestions is because they're just pointless. Why rewrite a majority of the game just so we can add something that only hurts you? Unless there's an extremely good and balanced gain to adding heat and cold, nobody will like it.

This is basically one of those "make the game harder for the sake of it being harder" ideas. There don't seem to be any positive effects to balance out all of the negative effects that come from this system.
I also find this idea to be poorly thought-out for one reason:

Evidently, the Nether is brutally hot year-round, seeing as water instantly evaporates there.
This means it would be all too easy to overheat there.
And, most unfortunately, the only way to get a Potion of Fire Resistance, or even any potion at all for that matter, is to kill some Blazes to get some Blaze Rods. And it just so happens that Blazes are only found in the Nether. See the problem here?

extreme micromanagement does not mean extreme survival.
Sometimes you have to kill the realistic elements of a game so that the things you want in a game come through.
What ALL GAMES NEED:
Interesting/novel mechanics
Clever/Engaging implementation of mechanics
An interface that allows the functionality of that implementation.
Temperature/thirst mechanics always seem to miss ALL THREE POINTS.
Temperature/thirst is not interesting nor is it novel
It is usually never presented with any clever or engaging mechanic (usually a bar with a penalty system... BORING!)
There is no clear interface that allows a player to meaningfully respond to changes in stimulus except for going for numeric efficiency. Again, boring.
I have just been thinking about the same idea, always do when I enter a snow biome, but a general freezing effect seems like overkill (over chill???). So sadly No Support.
It might be better to introduce a new block, one that is distributed randomly throughout an Ice Biome, and induces a spell effect, similar to what you describe as the effects of freezing. If it were disguised like a monster egg, it would be hard to detect (maybe exposure to the thawing effect of a torch might destroy it), but clearing them out would be a pre-condition of making a functional and comfortable settlement or home in an Ice Biome.
I do think the Snow Biome should be more challenging, so I do agree with you on that so you get a 'like', but it would be better if it were a challenge that can be overcome or tamed.

So in other words, I'm forced to change my armor constantly as I move from biome to biome.
