An aggressive mob that likes to pillage the End. Just as tough and strong as it's fellow resident, the Endermen, but armed with weapons, magic and armor.
(I picture basically a shorter, creepier, armored endermen wielding a sword. These are just example idea pictures.)

Behavior
The Pirate has a movement speed similar to Pigmen and will chase a player down upon spotting. When struck by the Pirate, it has a chance to beset a player with Slowness. If you look directly at the Pirate and it looks at you, you will have a chance to catch 'Terror' for a brief amount of time; where the player loses control of movement and runs in the opposite direction where the debuff was applied. The Pirate does not get along with the other denizens of the End and will fight Endermen if they are near. Endermen fear Pirates though and will flee when struck.Pirates will prioritize attacking player over an Endermen. They typically are in small packs. Sometimes, but usually never alone with a pack type mentality, much like Pigmen.
The Challenge
This mob can make you run away, catch up, and strike you so you don't run away fast enough to avoid being hit. While raiding Ender Ships or in general, the Fear poses the threat to making you fall off a ledge. Stronger, tougher and more tricky than other mobs, you can't take these guys lightly.
The Strategy
Wearing a pumpkin removes the potential to gain 'Terror' like wearing a pumpkin removes the chance to aggro an Endermen. Avoid fighting the Pirate with a ledge to your back if you do not have a Pumpkin, or avoid direct eye contact. If you can't fight the Pirate, don't be hit. The slow will allow him to chase you. Instead, try to pillar up and avoid being hit long enough for the slow to wear off, than flee. It also may help to have an Elytra if you're falling.
A Little Lore
With the defeat of the Ender Dragon, the Ender Pirates can now raid the End Cities without worrying about what may be sharing their air space. Rumor has it the Endermen have started migrating to the Nether and the Overworld to avoid being attacked by Pirates. They fiercely guard their loot which they keep on their ships.
Also drop ender from the name and just call it a pirate. Ender is kind of assumed considering you can only find it in the end. The "ender" seems to do more to limit creativity than enhance it.
The end ships always bug me, I think they could use some more life other than being purple ships sailing through the end, in this sounds like it would fill that role.
I would like some more info on the Elytra Wing though, I think I get the gist of it but it could use some more detail.

I think more balance of this mob is necessary before I give more support. But I like the idea of a pirate being on the End Ships or just being around in general.
The concept is plausible, but I don't know how I feel about the whole "pirate" thing. I mean it makes sense, but it's very obvious and a little clichéd. I don't know why you posted that 2nd image, that's WAY too multiplayer-ish and something you'd never see in vanilla.
I'd recommend just scrapping the current mechanic of "Terror", having a player move against your will will just annoy people to death. Maybe work 'Terror' into something else.

I'd drop the Terror and and drop the HP to 30. As for the Slowness, what level is it?

Over all it'd be an interesting addition to explain the End Ships, but it needs some balancing at the moment.
SEMI-SUPPORT
Concepts are approved before application. Balance is fluid with time. These mobs are mostly rare in comparison to the other mobs and they need to represent a threat that is stronger than Endermen. Not much threatens someone that can beat an Ender dragon. It has the same health as an Endermen but it has armor and no teleport and a stronger attack. The absence of a teleport would effectively make it less threatening without some buffs in other areas.
The drops are in the OP. I didn't want to create an increibly new item to drop because wishlist hunting is strongly hunted here. So Elytra wing is a pretty simple thing where I've seen lots of people complain there isn't a way to repair them.
The End Ships are part of the inspiration for me making the mob. Shulker's seem more like the mob to see somewhere and never move, ever. Not exactly sailing about.

There aren't too many plausible "End Ship" mobs. sailors? explorers? It kinda made itself. Cliche or not. I didn't make those images. I just tried to find an armored endermen looking mob. I can't art.
Terror is one of two main reasons I made this mob. 1. because End Ships exist. 2. Because it's a unique threat and a unique effect that can applied to other things, in other games. Creepers would still be more annoying than screwing up and getting Terror effected. It's a 'crowd control' type of effect that is absent in the game.

That is the intention. Ender is just for clarification right now.
I could really go with this but as everyone else is saying, forget the terror, if you saw one of these and was inflicted by it, you would turn the other way, and, by some rare possibility, you happen to face another one you would turn back causing a chain reaction. I suggest terror just makes you freeze for about 0.5 seconds, too long? You can correct me but that's just an opinion.
Also, because it rarely drops an elytra wing, maybe make some pirates wear elytra's just to make it relevant.

I think terror on its own, if the player can still partially control left/right movement and jumping, would be useful for adventure maps and minigames where you want the player to be consistently running a certain speed. As for the pirate, maybe to add a little more depth to ships, but as previous posters have said, nerfed quite a bit.

I semi-support, but the pictures, made me doubt my decision. I would want a non-human looking creature for the end, but HEY thats my silly opinion
