Did you play with any of the redstone in minecraft before suggesting this? 2 hoppers and a comparator is all you need to do this. Want to control the amount of pulses make a counter with a dropper. And guess what, they're silent.
Not supporting this idea is the same thing as not supporting pistons because you can just mine the blocks and place them somewhere else.
This is a great idea that simplifies redstone and creates a lot less lag than having a bunch of clocks.
not supporting this is nothing like not supporting pistons, pistons are the most important part of most redstone contraptions while this is simply a device that pushes a button...yawn...

It no longer requires a button to work, and this is a compact redstone clock, and redstone clocks are very important for efficient farms and stuff.

Is this (attachment #1) what it's supposed to look like? Anyways, if you'd ever done any farming with redstone machinery, you would know how vital these are for efficient automated farms. It's pretty noisy, since I couldn't figure out how to get the machine to work without pistons, making it a replica of etho's "hopper clock", it's slow at very best, and yes, it is admittedly pretty customizable, but not even close to the infinite amount of numbers that you can select in the Portable Redstone Clock from as fast as 12 ticks per second to as slow as 0.0005 ticks per second, it doesn't handle explosions as well as the Portable Redstone Clock, you can more easily customize the amount of directions it can go, you cannot take it with you wherever you go as easily, it takes more space in your inventory... you get it. Comparing the Hopper Clock to the Portable Redstone Clock is like comparing this to that (Attachments #2 and #3):

I disagree with this, in survival one can not use command-blocks. Meaning all redstone must be wired. And from experience, a redstone clock that only takes up ONE space would be VERY desirable. I'd even add a clock within a group of 8 obsidian to craft that.

What if I have a bunch if different redstone machinery, or decide to set my redstone in another location, due to the fact that I just don't want to be in the biome, or my friend just joined my server and is located some where else in a better place, and possibly many other reasons? What if I find a creeperspawner, then decide to make an automated gunpowder farm, but then I make one little mistake, and the whole thing goes "BOOM!"? You mean like how Mojang decided to make Etho's giant dispenser useless when Beta 1.2 came out by making the dispenser into a single block? And no, I didn't say that it costs less than a redstone comparator or the redstone repeater; I said that it takes up less space on the ground, and it takes up less space in my inventory than those two combined, but it doesn't really require less materials than the Portable Redstone Clock, since the Portable Redstone Clock requires 36 redstone, 4 cobblestone, and 1 lever, while the comparator costs 3 torches, 1 quartz, and 3 stone, and the repeater requires 2 redstone torches, 3 stone, and 1 redstone, so both are less expensive, but hey, if you want, I can replace the cobblestone with iron in this device.
