You certainly have support from me. I usually use a system somewhat like this using scoreboard and a twenty tick clock, and a few score detectors, but this would be better.

I support this idea 100%. It would make making redstone devices so much easier!
But just to clarify, it waits the allotted time, then outputs a comparator charge after the time is over?
If so, is it on that specific tick, or a tick after? (Like a 3, 2, 1! Or a 3, 2, 1, go! kind of deal.)
I don't feel that a command would be appropriate for this. A new redstone device (like the repeater or comparator) would be better suited for this. I support the function of the command but not the command itself.
Should be a legit ingame survival block, like a repeater, it would be like the timer in some mods: just needs a signal. And maybe we could have two, a repeating timer and a toggleable timer.
Yeah, I needed a delay of 21 minutes, and that means a massive Hopper-Dropper timer looked to be my best bet. Finally abandoned the concept rather than pursue it.

This is a command though, not a redstone circuit.
It could be a very useful way of compacting redstone cuircuits. On a large scale, like computers, this would be very helpful.
