In my opinion mob heads just aren't worth it. They're WAY too hard to get in the current version of Minecraft, and they have no use whatsoever besides decoration. This needs to be fixed. That's why I'm suggesting the Beheading enchantment:

Enchantment rarity: As rare as Fortune.
Maximum level: Level 1.
Minimum XP level required to enchant: Level 15.
What it does: Creepers, skeletons, zombies, and players have an 0.5% chance of dropping their heads when killed by a sword with this enchantment. Does not apply to wither skeletons, as they already have a 5% chance with Looting III.
I am not here.
With this enchantment it would still be hard to get mob heads, but not virtually impossible like it is now.

Anyway, I sorta like this idea, if only because I think Mojang's way of implementing legit mob heads is beyond stupid (some people haven't seen a charged creeper ever and have played since they were implemented, and I'm one of them).

I actually like this suggestion, but instead of making a whole new enchantment for it. Why not add it as a sort of rarity for Looting? It will be more effective and easier to get.

The way to fix the problem would be instead- to make the current method easier. A way to guarantee a creeper will get charged up during a storm, perhaps?

So I agree that it is WAY difficult to get a mob head drop, but remember that they are not completely useless. Think Wither Head for example. Also, think of them less of a "decoration" and more like a "trophy" to show off to your friends that you are one bad-A of a zombie/mob killer!

If you're on a server, mobgriefing is probably turned off, and if it isn't the admins probably have some countermeasure against it or the server is so small that the risk of players griefing with Withers is minimal. Either way the current system doesn't prevent people from gathering tons of skulls (if they have patience) anyway, and increasing the drop chance of skulls through an enchantment doesn't make them easier to get; it just makes it less tedious. Killing 20 wither skeletons one at a time at your own pace is barely more difficult than killing 200.
If you're on singleplayer and you summon the Wither unprepared in the Overworld, then you're an idiot. Mucking around with eldritch abominations you know little about is obviously going to have bad consequences.
If you're on singleplayer and simply don't want your land blown up... summon him in the Nether or the End. That's it.

The drop chance is too low even with Looting, and unlike the common mobs you actually have to go out of your way to get the damn skulls. Only once have I put up with the tedium to get three skulls, and it took me around three hours. Not fun.
Its just an enchantment that people will be upset to get. First off, a minimum of 30 levels? Woa woa, this is a low tier enchantment, the minimum should be 3 levels. Not to mention, it could easily be added on to looting (as stated above). It should not affect wither skeleton heads (like stated above :S).
